    ATAF Appoints Mary Baine as New Executive Secretary

    The African Tax Administration Forum (ATAF) has named Ms. Mary Baine as its new Executive Secretary, with her tenure set to commence on July 1, 2025. 

    She succeeds Logan Wort, who has led the organization since its inception in 2009.

    The appointment marks a new chapter for ATAF as it continues to play a central role in shaping tax policy, enhancing revenue systems, and fostering economic development across Africa. 

    With a membership of 44 African countries, ATAF remains a key platform for promoting effective tax administration through capacity building, knowledge sharing, and regional collaboration.

    ATAF Chairperson, Edward Kieswetter, commended Ms. Baine’s appointment, highlighting her leadership skills and unwavering dedication to the Forum’s mission. “Her extensive experience and commitment place her in a strong position to guide ATAF into its next phase,” he said.

    Before her appointment, Ms. Baine served as ATAF’s Deputy Executive Secretary, where she led strategic initiatives, cultivated partnerships with global stakeholders, and advanced Africa’s voice in multilateral tax discussions. 

    She previously held top government roles in Rwanda, including Commissioner General of the Rwanda Revenue Authority and Permanent Secretary in the Ministry of Foreign Affairs.

    Ms. Baine has long championed strong tax systems and domestic resource mobilisation as critical pillars for sustainable growth. As Executive Secretary, she is expected to lead efforts to build inclusive and resilient tax systems across the continent.

    ATAF also paid tribute to the outgoing Executive Secretary, Wort, acknowledging his 15 years of service that transformed ATAF from a fledgling initiative into a globally respected institution. Under his leadership, ATAF expanded its reach, strengthened technical capacity among member states, and became a powerful advocate for Africa in global tax negotiations.

    “Mr. Wort leaves behind a legacy of integrity, vision, and impact,” said Kieswetter. “We look forward to building on his achievements under Ms. Baine’s leadership, accelerating progress toward a more equitable and prosperous Africa.”

    ATAF reaffirmed its commitment to supporting member countries in developing robust tax systems that enhance economic stability, governance, and the well-being of citizens.
