President John Mahama has announced that all first-year students entering public tertiary institutions in Ghana from September 2025 will have their academic fees fully reimbursed by the government.
The initiative is part of the administration’s newly launched ‘No Fees, No Stress’ policy, aimed at improving equitable access to higher education and easing financial burdens on students and their families.
The announcement was made during a major stop on the president’s nationwide “Thank You Tour” at Jackson Park in Koforidua, Eastern Region, on Sunday, July 20.
“Funds are ready,” Mahama assured the cheering crowd. “For every first-year student enrolled this September, we are fully prepared to reimburse their academic fees.”

The free fees policy aligns with Mahama’s broader agenda focused on social protection and human capital development, central themes of his successful 2024 presidential campaign.
In his speech, the president reaffirmed the government’s commitment to youth empowerment through accessible education, calling it a vital pillar for national development and inclusive growth.
In addition to covering fees for university freshmen, President Mahama disclosed that the government had also cleared six months of unpaid allowances owed to students in nursing and teacher training colleges.
“We’ve paid six months’ arrears of allowances,” he stated. “And moving forward, students in these institutions can expect to receive their allowances every month.”
The announcement brings welcome relief to thousands of students across Ghana and signals renewed government efforts to invest in the education sector and reduce inequality in access to learning opportunities.
