The Board of Directors at the Ghana Interbank Payment and Settlement Systems Limited (GhIPSS), a subsidiary of the Bank of Ghana, has appointed Clara B. Arthur as the company’s new Chief Executive Officer, effective September 1, 2025.
Arthur brings extensive experience from the financial services and technology sectors, with a strong background in leadership, innovation, and business growth.

Before this appointment, she held several senior roles at Fidelity Bank Ghana, E Process International S.A (a subsidiary of Ecobank Group), and in private consultancy, where she offered expert guidance on IT and payment systems.
Governor of the Bank of Ghana and Board Chairman of GhIPSS, Dr. Johnson Asiama, expressed confidence in the appointment, stating, “We believe Mrs. Arthur will bring fresh ideas and strategic direction that will drive GhIPSS into its next phase of development.”
In her response, Arthur described her appointment as both an honour and a return, noting, “I’m excited to work with this talented team to build on GhIPSS’s legacy. Together, we’ll seize new opportunities and shape a forward-looking future for the payments industry.”
She succeeds Archie Hesse in the role.
